Investigation into the alleged Dumping of certain Flat-rolled Steel Products from China

The International Trade Administration Commission of South Africa (ITAC) has launched an investigation into the alleged dumping of certain steel products imported from China.

The products in question are thin, flat-rolled steel sheets that are commonly used in construction, roofing, and manufacturing. These steel sheets are either coated with aluminium-zinc or zinc and are less than 0.45mm thick.

The Application was brought by ArcelorMittal South Africa Ltd and SAFAL Steel (Pty) Ltd, alleging that these imports are causing material injury to the SACU industry by undercutting prices and threatening jobs and production.

After reviewing the evidence, ITAC made a preliminary finding that dumping is indeed taking place and that it is causing material injury to the SACU industry. However, ITAC has decided not to impose provisional anti-dumping duties at this stage. This is because temporary safeguard duties were already introduced in June 2025, which may have helped reduce the impact of the imports.

ITAC is now inviting public comments on its preliminary findings. Interested parties can submit written comments within 14 days of the release of the preliminary report.
