ITAC maintains anti-dumping duties on garden tools from China

On 19 April 2024, ITAC initiated a Sunset Review of the anti-dumping duties on garden picks, spades and shovels, rakes, and forks (garden tools) imported from China. The subject products are essential tools used for gardening.

A sunset review is a review of the existing anti-dumping duties. Anti-dumping duties are imposed for a period of five years, the review takes place shortly before the duties expire. The purpose of the sunset review is to determine whether there is a likelihood of recurrence or continuation of dumping and material injury.

The application was received from Lasher Tools, the major producer in the SACU Industry by production volume, supported by MacCorkindale Investments (Pty) Ltd and Ottimo Products CC.

The current duties were to expire on 11 July 2024, had ITAC not initiated the review. ITAC notified all interested parties, including exporters and importers of the subject product. No responses were received from any importer in the SACU or exporters in China.

The expiry of the anti-dumping duties would lead to the recurrence of dumping and the continuation of material injury in the form of price undercutting, profitability, decrease in sales volumes, decrease in output, productivity, cash flow and return on investment should the duties be allowed to expire.

ITAC made a final decision to maintain the anti-dumping duties on the garden tools imported from China and recommended to the Minister of Trade, Industry and Competition that the duties be maintained. The Minister approved ITAC’s recommendation.
