Provisional anti-dumping duties imposed on windscreens for vehicles

The International Trade Administration Commission of South Africa (“the Commission”) initiated an investigation into the alleged dumping of windscreens for vehicles, classifiable under tariff subheading 7007.21.20, originating in or imported from the People’s Republic of China (“China”), to be used in the Southern African Customs Union (“SACU”) market as replacement glass in the aftermarket (“ARG”) (“the subject product”), through Notice No. 1164 of 2022 in Government Gazette No. 47061 dated 22 July 2022.

On the basis of the information available, the Commission made a preliminary determination that the subject product originating in or imported from China is being dumped onto the SACU market causing material injury and a threat of material injury to the SACU industry.

The Commission therefore requested the Commissioner for South African Revenue Service to impose the following provisional measures on the imports of windscreens for vehicles classifiable under tariff subheading 7007.21.20 to be used in the SACU as replacement glass in the aftermarket originating in or imported from China:

The provisional measures will be in effect for a period of 6 months, in order to prevent further material injury being caused to the SACU industry during the investigation.
