On 26 July 2024, ITAC initiated an investigation into the alleged dumping of screws and bolts originating from China. The application was lodged by the South African Fastener Manufacturers Association, on behalf of its members CBC Fasteners (Pty) Ltd, Transvaal Pressed Nuts Bolts and Rivets (Pty) Ltd, Impala Bolt and Nut (Pty) Ltd, and Tel-Screw (Pty) Ltd.
The subject products are used in applications to fasten two materials together. They are mostly used in the building, mining, construction, automotive, do-it-yourself, and other sectors.
The Commission made a preliminary determination that dumping of the subject products (screws and bolts), is taking place, and is threatening to cause material injury to the Southern Customs Union industry.
The Commission then requested SARS to impose provisional duties of 166.07 and 17.65% on screws and bolts from China, for a period of six months, pending the finalisation of the investigation. These provisional duties were imposed on 14 March 2025 and will expire on 13 September 2025.
The investigation is still ongoing, and the Commission is awaiting comments from interested parties.
