Overall Objective

All-inclusive package: R733 257 per annum

This post reports directly to the Chief Financial Officer

Requirements: Applicants must be in possession of a Bachelor of Commerce in Accounting/BCompt or relevant three year qualification in Accounting, Auditing, Financial or Business Management (a postgraduate degree will be added advantage). Applicant must have three years’ experience in accounting; audit environment; public sector financial management (both Financial and Management Accounting). Articles especially with practical accounting experience will be an added advantage. Knowledge and experience in implementing Supply Chain Management Framework and the PPPFA, PFMA; and Treasury Regulations. Knowledge of how to prepare Annual Financial Statements using accounting system preferably CQS Caseware. Knowledge of AccPac and VIP Payroll will be an added advantage.

Key Responsibilities: The successful applicant will be required to fulfil the following responsibilities: Financial Accounting: Monitor and manage the processing and payment of payroll and creditors. Ensure that all financial transactions are properly accounted for. Review all reconciliations and ensure that the general ledger is appropriately closed on a monthly basis, confirm budget availability before requisitions are approved. Liaise with Human Resources on policies concerning employee benefits and payroll matters. Develop and maintain the criteria and guidelines in relation to fixed assets including acquisition and posting. Prepare annual and interim financial statements. Management Accounting: Analyse financial information in order to enable the CFO to prepare and present financial management reports to the Audit Committee (AC), Executive Management Committee (EXCO) and Management Committee (MANCO). Assist in the design, implementation and maintenance of effective internal controls. Participate in the pertinent governance structures, including the internal and external audit processes. Address audit findings and implement recommendations from the Auditor-General and Internal Audit. Consolidate the budget process. Supervision and management: Ensure employee development and training. Ability and willingness to accept additional responsibilities on short notice. Act as the CFO as and when required.
